Remove the `composer-plugin` tag from the repo

This tag is likely just going to draw in PHP users who are going to end up confused.

Makes sense, especially since we're considering moving to a different package manager eventually.

For reference, it's been removed from the github tags, but is staying in composer.json; this is documented by composer as being required for correct operation.
