Provide a docker-compose file to quickly launch a docker registry, pypi index, apt repo pre-configured for pull-through caching

DPM aims to provide an application specific distributed filesystem intended for use with existing software repository implementations. In order to facilitate the development of DPM we should make it easy to setup the existing repository implementations for which DPM will provide storage for.

The goal is for DPM users to simply clone this repository and run docker compose up -d to get quickly up and running with the following package providers:

• docker container registry
• pypi package index
• apt repository
