Upgrade aptos dependencies to 1.3.17, conflict happened when used with Aptos wallet adaptor

Now aptos wallet adapter requires Aptos version ^1.3.16.
However the version for move to ts is fixed at 1.3.15.
This would lead to type conflict when using together.
Please consider upgrading the version os Aptos lib
