Simplify configuration of enabling Rook

Is your feature request related to a problem? Please describe.
By default rook is enabled in configuration/features doc and disabled in configuration/rook. Thus it exists in inventory file even when it's unused. To be installed, it has to be enabled in two places which seems to be redundant.

Enabling/disabling rook in one place. No rook group in inventory when it's disabled.
