INSTALL refers to Makefile.PL and Makefile.PL doesn't exist in repository

I'm a little confused because there is no Makefile.PL and the INSTALL document says I should use it to install the module.

The branch "releases" has a Makefile.PL: https://github.com/hknutzen/Netspoc/blob/releases/Makefile.PL
It is also included in the released archive files https://github.com/hknutzen/Netspoc/releases
The "master" branch has no Makefile.pl, because it is generated by Dist::Zilla.
