Accept All Cookie keeps showing up even after accepting

Once user have accept the cookie policy they should not be asked or shown it again

for the cookie popup, there might be a config on the onetrust side that only sets cookie for zemax.com and not the https://main--zemax--hlxsites.hlx.live/ domain

I will keep the bug open for now we can close it once we test it on actual domain.
