Provide a brief overview of questions for each template

Today you need to fill at least project name and abbreviation to get to the list of questions, and then click through multiple tabs to get an overview. It would make it easier if the user could briefly scroll through the questions on one page to pick the right template and to answer questions that one remembers and know what will need to be investigated.

Would this be solved by having available an example plan for each template, viewable by all?

Yes, I suppose that could be sufficient.

Maybe.. have a way to mark a plan as an "exemplar" and link to them from the template selection page.

Hm... in the case of branch-supporting templates, a plan cannot have an answer for every question. For instance if there is a question "Will you be working with sensitive data (Yes/No)", if you answer "No", you can skip a lot of questions only relevant to the handling of sensitive data. Exemplar plans will only fix this for non-branching templates.

On the template selection page there could be a link "preview" that shows all sections and questions of a template: somewhere there would be a "Make a plan with this template"-button.
