Is this repo already usable for Magento 2.3.0 ?

I am having some trouble installing the translation using the Extension Manager, it fails the Check Component Dependency (without a Composer message btw). Using the release below, no higher version available inside the dropdown.

I have the same problem with Magento 2.3.1 (not tried to upgrade in 2.3.0).

No clear error message besides the 'We found conflicting component dependencies'.

I can only confirm that the composer installation is working for all versions of Magento 2.3.x

BUT many words are still wrong, which need to be change. 107.170.242.99:80 is not reachable?
Any solution?
