A StackExchange answer talks about a iflang version 2014/04/29 v1.7 with a \IfLanguageFamilyEnglish macro. However, this does not match with iflang at CTAN, that has version 2018/01/21 v1.7 and does not contain this command.

Sorry for my previous wrong answer.
It looks like Heiko never uploaded that version and when I reconstituted a build system for these packages I only had the ctan release to start from. We could try mailing him and see if he still has a copy of that version.
