Docs: TeX

Obviously, it would be impractical to include the whole TeXbook here, so our coverage will only scratch the surface of this topic. It will describe the particulars of running TeX on Planetary (such as splitting preambles out) and provide a basic guide for newcomers. It will be based upon PrimeFan's TeX guide (doc. 3.2 of the giant PDF) together with material taken from the style guide and "internationalization" document (docs. 3.1 and 3.3).

We shouldn't leave out the documentation of the PM-specific commands, the NNexus commands and maybe I can add a description of how to read through the LaTeXML error reports, when the editor has reached a point where it can render them nicely to the author.

I can also offer a write-up on LaTeXML's current coverage and a shortlist of possible pitfalls in generating MathML, graphics and using hardcore TeX internal macros.
