Docs: New User Guide improvements

As it stands, the new user guide consists of two parts: a first part describing the workflow and conventions associated with writing entries and a second part with information about copyright issues. the first part will need tweaking here and there to make it current. The second part looks fine as is. In addition, we should add a third part which will deal with problems and solutions which would explain how one goes about asking for or giving help and elucidates otherwise cryptic remarks about the way to answer questions being by writing encyclopedia entries.
