Homebridge High CPU usage on Windows 10 Pro

Describe The Bug
I have installed Homebridge on over 20 computers (Windows 7, Windows 10 Pro, Mac OS, Ubuntu) for friends and family. All the installations went perfectly and are still running great. Homebridge was always installed natively on the Windows machines (no VM, docker, hyperv).
Currently I am playing around with another windows 10 pro homebridge install. Everything installed and ran perfectly as usual. I happened to save a Clonezilla image of the SSD, More on this later.
A day later, for other reasons I wanted to start fresh and reinstall Windows again. I also installed Homebridge natively like I always do. This time Homebridge is sucking up all the CPU cycles which renders the computer not usable. This happends as soon as the HB-service is installed and started. Mind you, there was nothing different in the way I did the install. There are no problems in the logs at all.
With homebridge running correctly normal cpu usage is about 12% at idle. As you can see there is a CPU usage spike every 5 seconds or so when the hb-service is started.
For the next couple of days I reinstalled Windows & homebridge over 10 times using different versions of Homebridge, Homebridge UI and nodejs. Every install has the same problem. High CPU usage.
I then tried restore my known working Windows image with clonezilla. That version still works perfectly however I don't want to use that image for other reasons. Frankly, I want toknow why homebrigde won't install now.
I have read people have had problems installing Homebridge natively on Windows 10 Pro but I have never ran into this issue until now. I have no idea why my first homebridge install on this hardware worked perfectly and now after multiple attempts with fresh windows installs will not.
Does anybody have any ideas what the problem might be or how to fix?
