installing deconz rasbee via hb-config does not properly install

Analysis
installed latest phoscon image -> in phoscon app, the rasbee is recognised.
installed latest homebridge image -> installed deconz via hb-config
-> rasbee is not recognized
Expected Behavior
when installing deconz via hb-config
it should lead to a recognised rasbee, like when using the phoscon image.
Steps To Reproduce
a) Take a Pi 3b+, install rasbee hardware on it, flash homebridge image to sd via raspberry tool, go to hb-config via ssh, install deconz, login to <IP of Pi>: 4530
, go to "gateway":
b) Take a Pi 3b+, install rasbee hardware on it, flash phoscon image to sd, activate deconz headless, login to <IP of Pi>
, go to "gateway"

I now solved it, by:
- upgrading the rasbee firmware
- updating deconz (prior to updating the firmware) https://github.com/dresden-elektronik/deconz-rest-plugin/wiki/Update-deCONZ-manually
- disabling bt via config.txt
multiple reboots
