Local view only shows public posts

Steps to reproduce the problem

1. Be logged in on your friendly neighbourhood hometown instance
2. Hit the "Local" option in the right-nav in a browser

Expected behaviour

I expected to see all the posts on the server, not just the public ones

Actual behaviour

I can only see the public posts on the instance, not local ones

Detailed description

Perhaps I'm missing something, but is there a way to see a stream of all the posts on the local instance?

I'm happy to flip this into a feature request if that's what this is!
