Once we have complete API tests for https://github.com/openpeer/op-identity-provider-server-php in hcs-system-tests, implement basic ID provider with:
- Facebook oAuth
- Federated signup and login
- MySQL backend using same schema as https://github.com/openpeer/op-identity-provider-server-php
