[Enhance] Hide download osm data section initially

Describe the bug
Currently download osm data section is shown even when it is disabled in env variable.
To Reproduce
Steps to reproduce the behavior:

1. Setup tasking manager
2. Don't enable export tool in frontend
3. You will see download osm data section with no children attached
4. See error

Expected behavior
Download osm data section should be hidden if disabled from config
