Adding an info icon next to Download OSM Data

It will be nice to have an info icon next to Download OSM Data section with information on data refresh frequency, and additional resources to learn more about the process. Similar to the idea that @kshitijrajsharma has sketched in the image below, however, we limit the text content to Updated everyday at 12 AM UTC, [more details](https://github.com/hotosm/tasking-manager/blob/develop/faq.txt).
