[Owner] Add `holding_preference` & `discard_preference` to config

Since we determine the discarding and holding preference with a hardcoded variable yet, we should think about 2 config variables comprising the respective preference as a probability value within [0,1].
According to those set preference values, we have to adapt the calculation of the left return_preferences.
