[Webserver] Selectable agents for agent_monitoring are incomplete

When setting the task to agent_monitoring, it should be possible to select all agents in each dropdown-list. Currently, the logic for training is used, where the first agent must be an RL-agent, and all subsequent agents must be rule-based.
