Create Devise users for users in Init.pp

• Init.pp contains all users.
• Add a button that creates Devise users for all init.pp users that are not in the system yet.
• Add message that states how many users were matched, how many were created

@chrisma should the new users be shown on the users page? They are technically no real users. Alternative to not showing them could be a second table or to mark them grey
