Tried that answer, still not working

EDIT:
I solved by creating an empty environment, then I installed cython 0.29.37, then I changed your environment.yaml by upgrading pycocotools to 2.0.7.
Now, inside the conda environment, using conda env update --file environment.yaml it works.
