Actions after 10 not firing

Hi guys,
Why template redirect (https://github.com/humanmade/hm-rewrite/blob/master/hm-rewrites.php#L194) needs to be on 10 ?
Because WordPress SEO is on 999 (https://github.com/Yoast/wordpress-seo/blob/trunk/wp-seo-main.php#L279 ) to add some og metas.
In my case, all over 10 priority are not firing :(
