Jira Collector not populating collectors or collector_items collections in MongoDB

As per Hygieia Database Schema document the collectors collection as well as collector_items collection should be populated by all individual tool collectors.
For now I have setup only hygieia-feature-jira-collector which is scheduling tasks successfully and collecting issues information in mongoDB feature collection, however it is not populating the collectors and collector_items collections.
May I know what I may be missing out in the hygieia-feature-jira-collector setup that might be the reason for this gap.
