Test Gaia Versions workflow is failing

The minimum_gas_prices flag no longer uses a zero amount as default. Add a --fees flag to the happy path transactions and -b block so we don't have to rely on hard-coded pauses to make sure the transaction goes on-chain.
Start with the tx_fresh script

Add a blocklist to the matrix generation script to filter out releases known to cause upgrade issues.
