I made two posts on the same site, one in response of the other. I published changes but can't find the reply article on the replies collection.

Right, yeah at the moment we only notify followers.
To fix this we should update the outbox logic to discover the current actor's url in either the cc or to field and if they exist we should add the activity to the inbox via approve activity
