widget that displays recent annotations

appears in sidebar and streams annotations like a twitter feed--could be from WP install itself (URL, w/in a URL), a user, groups, tag, etc.

This is partially covered by h web socket. The only difference is that we don't show new annotations as they come because it proved to be too noisy, but users can pull/load pending annotations if desired.
