Add functions to implement DHABSIM using iriclib

Model DHABSIM is currently implemented using cgnslib directory, and iriclib currently does not have functions that DHABSIM needs.

To migrate DHABSIM to iRIC v4, add functions to iriclib so that DHABSIM does not need to use cgnslib.

The functions to add are:

• Write grid with specified name
• Copy grid from one CGNS file to another (both structured and unstructured)
