Server spend too many time when “Allocated Hat Pools”

When I was stop the server, “[me.ic.mo.ha.co.Hats/]: Allocated Hat Pools.” often spend too many time.Did it normal?What its do?

If the line stops there, Hat has finished doing what it's doing. Something else is causing a lock up, not hats.
