Document ability to specify TL and ML in local grading

Currently, local grading documentation only mentions the ability to specify solution-command. Also document (also the units) that TL and ML can be specified.

Turns out it was mentioned in the API Reference. Maybe we can add a link from the local grading documentation to API Reference for "complete set of flags" or similar.
