Enhancement Request - Custom Location / IP API URL setting

@ iamstevendao, would you be open to a PR that takes in a backup API URL? Basically allowing someone to host their own IP based location service? We were thinking of adding autoDefaultCountryApi property and if that's set, use your own URL.

If this is something you would be open to approving please let me know. We would like to use the due-tel-input but provide a custom API backed by Azure or Google maps so we have an SLA in place.
