Wemo bulbs on second link not working... almost, but not the last bit

I have a number of wemo bulbs on a couple of links. I was testing my setup for use with ouimeaux using the cli and found that bulbs on the second link didn't quite work.

I can see them through "wemo state" and I can change their states, but they don't actually turn on or off. ie, the state changes to 1, but the bulb is still dark.

Bulbs on the first link work fine.
any thoughts?
