Access to file denied on Tor within Tails

Ian! Great project. I'd love to use this for combining shares with my family as part of our will.

I know...kinda morbid but the thought is to have tails and your html file pre-installed on several jump drives along with distributed shares of a secret.

The family could boot up tails and input enough shares into your file to get the secret. The problem is your file is blocked on tails/tor, probably due to permissions.

Any thoughts on possible settings and or configs I could change to get this to work like it does offline on macOS? Not super techie so thought I'd ask.

Worst case they could just use the file in a standard browser while disconnected but would love to keep offline. Thanks in advance for any assistance!
