Update and merge fvt_simulate_airgap role prototype

Start a new branch, take the code from the configure-network.yml task of fvt_simulate_airgap and introduce it as a new role simulate_airgap_network

• test the new role in Fyre and confirm that we are unable to install IBM catalogs from icr.io/cpopen
• use the alreayd implemented roles to set up a mirror registry, mirror the common services content to it, and configure this cluster to use the mirror
• test that the IBM catalogs can be installed from the mirror
• test that the IBM foundation services can be installed from the mirror
