First user to login is an admin

When setting up the first user, they are an admin. Then they can login, go to Settings and have a 2 extra tabs - "users" and "admin".
Users - shows all users, allows you to block/unblock and make user regular/admin plus view last login datetime.
Admin - allows you to manage global settings, eg enable multiple users, allow registration etc.
