Add a link to the Lint Reference in the help output

When we write the doc page that lists out all the lints, we should add a link to it in the help out for --allow.
This is easier to keep in sync (we have one less place to update the list)
and avoid blowing up the user's console since there's a decent handful of possible options to it.
