Node disconnecting peers from its own shard to make space for shard peers

I am not sure if this is how it is supposed to be happening, but the node is disconnecting peers from its own shard to make more room for other shard peers. I am not sure if this is just an issue in how it is logged since it seems to be choosing the peers to disconnect at random, but it would make sense to choose from the list of non-shard peers to disconnect or at least give another log message saying it just chose that peer to disconnect.
