A volume can be created correctly, but when it's associated to a running instance a general error message is shown a the next log lines appear in cinder-api.log
WARNING cinder.quota [req-b3153445-ac46-45b6-a3ab-18ac49cef67a - - - - -] Deprecated: Default quota for resource: backup_gigabytes is set by the default quota flag: quota_backup_gigabytes, it is now deprecated. Please use the default quota class for default quota.

The problem is related to Cinder Endpoints, because nova-api log file shows:
EndpointNotFound: publicURL endpoint for volumev2 service named cinderv2 not found
