The issue could be solved just putting "Informative reference" instead of "normative reference"

No need to fix: these two RFCs are referenced in the YANG model already in RFC9093

Reading the YANG it seems possible to replace the normative reference to these Informational RFCs with normative references to Standard-Track RFC 6205 or RFC 7699 or RFC 7689
The other references to these Informational RFCs can be kept as informative
