No docs for OTP modules

It looks like showing documentation for OTP modules/functions broken, at last erlang.org return 404 for module page. And pointing to locally installed docs don't work also. Maybe the problem is in changed layout. 🤔

Huh! I found that yesterday and I have a fix on the way. The idea is to point to /doc/man, e.g. https://www.erlang.org/doc/man/init.html#boot-1

This is based on OTP version, double check when they changed to this directory structure, and use old URL construction code for old OTP versions.
