Return 'feature not implemented' on 'page out of order' request

RSM allows pages to be retrieved "out of order" by providing an index in the request (see https://xmpp.org/extensions/xep-0059.html#jump) This feature is currently not supported for the MUC archives, and will be removed when refactoring the personal archive's implementation to match the MUC archives.
When the feature is not supported, the RSM XEP specifies that a 'feature-not-implemented' error is to be returned.
