Lucene indices are being rebuilt (without end)

After upgrading to 2.4.0, it appears that a process starts rebuilding the Lucene indices. That process does not seem to stop. Progress is reported to be -1.

After some investigation, it appears that the indices aren't actually being rebuilt. It is the progress reporting that has a small bug.
