Consider that block list entries could be domains

Up until now, the block list entries are assumed to be bare JIDs. They could also be JIDs that consist of a domain-part only, to block entire domains. The plugin should be modified to work with those.

I've tested this fix using a temporary domain, that had users joining ignite's domain. Worked as expected.
