Restore back the ability to edit org.jitsi.videobridge.NAT_HARVESTER_PUBLIC_ADDRESS and org.jitsi.videobridge.NAT_HARVESTER_LOCAL_ADDRESS in admin web page

These parameters were removed in favor of the the org.ice4j versions which seem to serve a different purpose and are not a direct replacement for the org.jitsi.videobridge versions.
