Not using language set in Admin Console

User reports that Search plugin is not using the main language set in Admin Console and instead looks into system's locale and tries to use an according language file. E.g. if a user has set English as his main Admin Console language, but has Russian as his region in OS, then plugin shows Russian translation for menus. This is not consistent with how other plugins operate.

I can't reproduce this with Openfire 4.5.0-SNAPSHOT, Search plugin 1.7.3 on my English Ubuntu. I tried switching to Russian, which gave me a plugin that was translated properly (with the exception of the search fields, which are dynamically determined):
