fshalt could lead to data corruption

when fshalt halts cwfs or hjfs, it just sleeps for 2 seconds to wait for the
halt.
if syncing takes longer than 2 seconds and the system is scrammed or rebooted,
the fileserver writes may never hit the disk and corrupt the fs.
