rio serves false /dev/kbd when kbdfs not running (affects vncv)

in 9vx, kbdfs doesn't run. (i assume it quits when it finds there is no
/dev/scancode.) rio serves /dev/kbd anyway. this confuses vncv which attempts
to read /dev/kbd if it exists. the result is vncv under rio fails to pass some
keys as expected by the remote system. (ctrl-keys did not work as expected with
either x11vnc or vncv servers.)
