I'm seeing packets like this (from an RTL8305NB):

0x0020: 0000 0000 0000 0000 0000 0000 0000 0000 ................
0x0030: 0000 0000 0000 0000 0000 0000 ............
I see from #3 that there's no documentation on 0x23, at least there wasn't at the time. Have there been any new discoveries since?

Seems it is published. From the RTL8305NB-CG datasheet, it's a loop detection packet:
