Beneficiary List

Introduce a list of beneficiaries on the beneficiary page. Comes from feedback:

We will end up having a lot of beneficiaries throughout the year and it would be most useful if the beneficiaries could appear as a list to select from while waiting for evaluations or trying to generate the links to the evaluations to be completed on them rather than to try and type in from memory what you called the beneficiary and what codes have already been input for the beneficiaries. 

Could include tags, last record date and able to group by tags.
