add date field to flood popup

@myarjunar This is a nice warm up ticket.
You can add another field in leaflet popup for Flood Realtime that will show the date the flood happened.

@lucernae In this PR, do we need to make modification on Django models? I can't find popup fields in realtime/models/flood.py.

Ah, I forgot about this ticket. We don't implement new features for now. Just bug fix/code cleanup.
