Reorganize InaSAFE Django data

We have following prepared data:

• Exposure layers, please migrate to InaSAFE 4.3 and provide aggregation layers if necessary
• Report template, should be a new report template for InaSAFE 4.3

Exposure layers location (minions data managed), we need to copy the data and format it for InaSAFE Realtime v4.3, don't use it directly from that btsync folder, because we need to keep it separate.
